Pre-feasibility study on harmonised cost-sharing schemes for epidemic livestock diseases

Project summary:
Civic Consulting of the Food Chain Evaluation Consortium conducted a pre-feasibility study on cost-sharing schemes for epidemic livestock diseases in the framework of the evaluation of the Community Animal Health Policy. The study evaluated the current Community financing of epidemic livestock diseases, scrutinised selected existing cost-sharing schemes in Member States, and analysed to what extent harmonised cost-sharing schemes could be a viable option to prevent major financial risks for Member States’ and the Community's budget. The study was based on a survey of insurers in EU Member States, interviews, case-studies in three Member States (Netherlands, Germany, Spain), and an economic analysis of options for a harmonised EU framework for cost-sharing schemes.
